Pittsburgh Water and Sewer Authority (PWSA) contracts with engineering firms, construction companies, professional consultants, and a variety of vendors to provide the equipment and supplies needed to deliver water services to the City of Pittsburgh. From infrastructure projects to modernize our facilities, contractors to support our operational work, and the materials needed to treat and process water, many of our contracts range from several thousand dollars to several million dollars depending upon the project and scope of work. 

It’s important that companies interested in bidding on or submitting proposals can easily find the information they need to participate in these opportunities. The following information lists current opportunities, describes the process, and will help you get started.

Current Solicitations

 

REQUEST FOR PROPOSALS (RFP) FOR DOCUMENT MANAGEMENT SYSTEM SOLUTION/SERVICES

PWSA PROJECT NO. PWSA130

All bids must be submitted in accordance with the solicitation that can be obtained by sending an e-mail to procurement@pgh2o.com.  There will be no charge for the solicitation, as it will be sent via e-mail. All questions relating to the solicitation itself shall be to Thoryn Simpson, Senior Contract Specialist, via e-mail:  tsimpson@pgh2o.com, no later than November 25, 2019.

Work under this contract includes a cloud-based Software as a Service (SaaS) or on-premise document management software solution. This solution should include a scanner for the scanning of documents and a software component that has the capability to index, store, and search for documents. In addition, the PWSA is also requesting document management scanning services to assist the Authority in converting paper documents to an electronic format.  The PWSA is in the process of centralizing the document storage of all documents across the Authority.

All Bidders interested in submitting a bid in response to this solicitation are required to attend a MANDATORY Pre-Bid Meeting to be held on November 14, 2019 at 10:00 a.m. Prevailing Time in the Authority’s conference room located at 1200 Penn Ave., Pittsburgh, PA. Following the pre-bid, bidders will be required to visit the WTP for review of documents. The purpose of this meeting is to give an overview of the contract requirements and to allow Bidders to ask questions.

Bids are due December 5, 2019 at 4:00 P.M. EST.

 


 

Request For Proposals (RFP) for the 2019 Large Diameter Water Main Improvements – Rising Mains 3 and 4

PWSA PROJECT NO. 2019-325-103-0

All bids must be submitted in accordance with the solicitation that can be obtained by sending an e-mail to procurement@pgh2o.com. There will be no charge for the solicitation, as it will be sent via e-mail. All questions relating to the solicitation itself shall be directed to Nicole Dickun, Procurement Manager via e-mail: ndickun@pgh2o.com, no later than November 19, 2019.

Work under this contract includes design engineering services from preliminary through final design, as well as design services during the construction phase for holistically assessing the structural condition of the pipelines and provides a plan of replacement/rehabilitation for the continued reliable use of Highland Rising Mains 3 and 4. 

All Bidders interested in submitting a bid in response to this solicitation are invited to attend a Mandatory Pre-Proposal Meeting to be held on November 7, 2019 at 10:00 a.m. EST in the Authority’s conference room located at 1200 Penn Ave., Pittsburgh, PA 15222. 

Bids are due November 26, 2019 at 4:00 P.M. EST.

 


 

INVITATION FOR BIDS (IFB) FOR THE 2019 31st Ward Sewer System

PWSA PROJECT NO.2017-424-100-0

All bids must be submitted in accordance with the solicitation that can be obtained by sending an e-mail to procurement@pgh2o.com.  There will be no charge for the solicitation, as it will be sent via e-mail. All questions relating to the solicitation itself shall be to Susan Kemery, Sr. Contract Specialist, via e-mail:  skemery@pgh2o.com, no later than November 7, 2019.

Work under this contract includes the rehabilitation of less than 36-inch diameter sewer mains to restore structural integrity, including cleaning and construction close circuit television inspections of the Pittsburgh Water and Sewer Authority (PWSA) public sewer system including storm sanitary, and combined sewer facilities as required or directed.

 

All Bidders interested in submitting a bid in response to this solicitation are required to attend a MANDATORY Pre-Bid Meeting to be held on October 31, 2019 at 11:00 a.m. Prevailing Time in the Authority’s conference room located at 1200 Penn Ave., Pittsburgh, PA. The purpose of this meeting is to give an overview of the contract requirements and to allow Bidders to ask questions. The individual responsible for overseeing the successful completion of the Project, such as the Bidder’s project executive or project manager for the Owner’s Project must be in attendance at the mandatory Pre-Bid Meeting.

Bids are due November 14 at 2:00 P.M. EST.

 


 

INVITATION FOR BIDS (IFB) FOR THE 2020 LEAD SERVICE LINE IDENTIFICATION PROGRAM

All bids must be submitted in accordance with the solicitation that can be obtained by sending an e-mail to procurement@pgh2o.com.  There will be no charge for the solicitation, as it will be sent via e-mail. All questions relating to the solicitation itself shall be to Nicole Dickun, Procurement Manager via e-mail:  ndickun@pgh2o.com, no later than November 12, 2019.

It is the intent of the Authority to establish a contract to determine the location of each curb stop and the composition of both the public and private residential water service lines (1” diameter and less).  In particular, the Authority is attempting to locate, inspect and identify selected Service Lines in the PWSA service area. 

All Bidders interested in submitting a bid in response to this solicitation are required to attend a MANDATORY Pre-Bid Meeting to be held on October 24, 2019 at 2:00 p.m. Prevailing Time in the Authority’s conference room located at 1200 Penn Ave., Pittsburgh, PA. The purpose of this meeting is to give an overview of the contract requirements and to allow Bidders to ask questions. The individual responsible for overseeing the successful completion of the Project, such as the Bidder’s project executive or project manager for the Owner’s Project must be in attendance at the mandatory Pre-Bid Meeting.

Bids are due November 19, 2019 at 2:00 P.M. EST.

Work of the Contract includes the provisions for diesel fuel.

Work under this contract includes safety consulting services that require the consultant to be responsible for managing PWSA safety compliance programs including reporting, coordinating and conducting safety related training, and working closely with the PWSA management team to improve processes effectively and efficiently without compromising safety.

All Bidders interested in submitting a bid in response to this solicitation are required to attend a MANDATORY Pre-Bid Meeting to be held on August 7, 2019 at 11:00 a.m. Prevailing Time in the Authority’s conference room located at 1200 Penn Ave., Pittsburgh, PA. Submitting a Bid or Proposal

Contractors, consultants, and vendors interested in submitting a bid or proposal in response to an advertised solicitation should be sure to follow the instructions provided in the announcement and/or solicitation.
 

Awarding Contracts

The PWSA Board of Directors approves the award of contracts, when required by the Delegation of Authority, at monthly public PWSA Board Meetings. Our meetings are held on the last Friday of each month unless otherwise noted or announced.
